C. A. S. Mitchell was an accomplished artist probably employed in the 1930's by the WPA under the Franklin Roosevelt administration.

Many artists during this era never became well known after leaving the program, but a legacy of art was left in terms of paintings, sculpture, and murals, many in public buildings across the country.
